For purposes of this article, certain words are defined as follows:
ELIGIBLE APPLICANT: A property owner or tenant residing on a street block who proposes the installation of speed humps on the street block where the property owner or tenant resides.
PROPERTY OWNER: The owner of a residential dwelling unit and/or complex on the street block proposed for installation of speed humps.
SPEED HUMP: A strip of raised pavement on a street running perpendicular to the flow of traffic, installed for purposes of reducing vehicular speed.
SURVEY: The form approved by the director of transportation for persons who own property or reside on streets where speed humps are proposed to be installed to express their consent or objection to such installation pursuant to section 7-3-506 of this chapter. (Ord. 93-O-2163, eff. 2-26-1993)
