§ 71.121 PASSENGERS; OBSTRUCTING DRIVER'S VIEW.
   (A)   No person shall drive a vehicle upon any street or highway when:
      (1)   The vehicle has more than three people in the front seat; or
      (2)   The vehicle is so loaded with passengers either seated or standing in a manner or position so as to constitute a traffic hazard by obstructing the view of the driver or by interfering with the driver's control over the vehicle.
   (B)   No passenger shall ride or stand in a vehicle while the vehicle is being driven upon any street or highway in a position or manner so as to constitute a traffic hazard by obstructing the driver's view or by interfering with the driver's control over the vehicle.
