(A) It shall be unlawful and an offense for any person to place, leave or throw on or across any streets or sidewalks any rocks, sand, gravel, cement, bottles, boxes, lumber, nails, wire, wood, limbs, leaves, trash or debris by any other description, nor to leave, nor permit them to be left on any street, sidewalk or city-owned property.
(B) The operator of a vehicle unless any other person in the vehicle admits to or is identified as having committed the act, shall be liable for any action of throwing, dropping, depositing or otherwise placing any item from division (A) above from his or her vehicle upon, or within 100 yards of any public highway, road, street or alley.
