Council shall designate residential parking zones from time to time as traffic conditions require, and the zones shall be posted as set forth in § 442.01.
(A) A resident who lives along the block directly adjacent to the particular sides of the streets in the blocks described in division (C) hereof, and who purchases a city vehicle license as required by Chapter 462, shall be furnished with a SuperZone parking permit decal to be devised and issued by the City Collector and which is to be distinctive for each described area or zone.
(B) SuperZone parking permit decals issued under this section shall be combined with the vehicle license (vehicle sticker) required by Chapter 462.
(C) The following shall be the particular and distinct areas or zones for which a SuperZone parking permit decal shall be issued to residents living in the areas or zones under this section:
(1) Residents living on Euclid Avenue from Thirty-Fourth Street to Ogden Avenue; Wesley Avenue from Windsor Avenue to 34th Street; Thirty-Third Street from Euclid Avenue to Clarence Avenue; and Thirty-Fourth Street from Oak Park Avenue to Euclid Avenue;
(2) Residents living on Grove Avenue from Thirty-First Street to Thirty-Second Street;
(3) Residents living on Home Avenue from Cermak Road to Riverside Drive;
(4) Residents living on the east side of Wesley Avenue and on the west side of Euclid Avenue, both from Fourteenth Street to Fifteenth Street, residents living on the east side of Maple Avenue from Fifteenth Street to Sixteenth Street, and residents living on the west side of the 1500 block of Maple Avenue from the alley south to Sixteenth Street (7133 W. Sixteenth Street);
(5) Residents living on the south side of Windsor Avenue from Harlem Avenue to Wenonah Avenue and on Maple, Wisconsin and Wenonah Avenues from Windsor Avenue to Thirty-Fourth Street;
(6) Residents living on Kenilworth Avenue from Windsor Avenue to Thirty-Fourth Street;
(7) Residents living at 6839 West Thirty-Fourth Street and at 6901 West Thirty-Fourth Street;
(8) Residents living at 3249 Kenilworth Avenue and 3251 Kenilworth Avenue;
(9) Residents living on both the east and west sides of Maple Avenue in the 1600, 1800, 1900 and 2100 blocks; and
(10) Residents living on Wenonah Avenue from Fifteenth Street to the alley lying north of Sixteenth Street.
(11) SuperZone permit parking shall be provided on the west side of Grove Avenue from the alley north of 34th Street to 3326 Grove Avenue; and on the east side of Grove Avenue from the driveway north of 34th Street to the driveway 100 feet to the north (3347 South Grove Avenue); and
(12) Residents living on Clarence Avenue from Cermak Road to Twenty-Third Street.
(13) Residents living on Wesley Avenue from Twenty-Fifth Street to Twenty-Sixth Street.
(14) Residents living on Elmwood Avenue from Sixteenth Street to Eighteenth Street.
(15) Residents living on Grove Avenue from the alley south of Roosevelt Road to Thirteenth Street.
(16) Residents living on Elmwood Avenue from Windsor Avenue south to 32nd Street.
(17) Residents living on 32nd Street from Gunderson Avenue east to Ridgeland Avenue.
(18) Residents living on Windsor Avenue from Gunderson Avenue east to Ridgeland Avenue.
(19) Residents living on 24th Street from Home Avenue east to Clinton Avenue.
(20) Residents living on Cuyler Avenue from the east-west alley south of Ogden Avenue to 35th Street.
(21) Residents living on Grove Avenue from the east-west alley south of 22nd Street to 23rd Street.
(D) There shall be restricted residential parking on the 1600 Block of Wesley Avenue from Sixteenth Street south to Eighteenth Street, and designated as “Resident Parking Only” with special zone stickers required for all cars parked on the street.
(E) There shall be restricted residential parking on 14th Street from Oak Park to Grove Avenue and Oak Park to Euclid Avenue and designated as “Resident Parking Only” with special zone stickers required for all cars parked on the street.

(A) Council shall establish certain parking spaces within the city as permit parking only spaces, such spaces to be designated by signs indicating “Depot Permit Parking Only”, “Business Reserved Permit Parking” or “Municipal Permit Parking”.
(B) Depot, business reserved and municipal permits to park in such spaces are available upon application to the City Collector on a form to be provided for this purpose, which application shall include the name, address and telephone number of the applicant.
(C) Locations and fees.
(1) The fee for a depot parking permit is $100 per quarter or $375 per year, and the number of permits shall be limited by availability. All parking spaces designated as “Depot Permit Parking” shall be used as public parking after 6:00 p.m. until 6:00 a.m., Monday through Friday and all day Saturday, Sunday and holidays.
(a) Depot permit parking is available along the north side of Windsor Avenue and the south side of Stanley Avenue, in which the designated spaces are clearly marked with signs.
(b) Depot permits can be used on levels 1, 2, 3 and 4 of the Municipal Garage located at 3320 Grove Avenue.
(2) The fee for a business reserved parking permit is $225 per year, and the number of permits shall be marked or otherwise limited by availability. Business permit parking shall be valid from 7:00 a.m. until 7:00 p.m. at these locations within the city:
(a) West side of Kenilworth Avenue from Windsor Avenue to the first alley south (nine spaces).
(b) North side of 32nd Street from Oak Park Avenue to the first alley west (ten spaces).
(c) South side of 32nd Street from Grove Avenue to Oak Park Avenue (three spaces).
(d) Two spaces on Stanley Avenue at Oak Park Avenue.
(e) Three spaces at 6446 34th Street.
(3) The fee for a municipal parking permit is $225 per year, and the number of permits shall be marked or otherwise limited by availability. Municipal permit parking shall be valid from 7:00 a.m. until 5:00 p.m. Monday through Saturday, at these locations within the city:
(a) West side of Clinton Avenue from Roosevelt Road to the cul-de-sac (four spaces).
(b) East side of Kenilworth Avenue from Roosevelt Road to the alley south (eight spaces).
(c) East side of Harvey Avenue from Roosevelt Road to the alley south (six spaces).
(d) West side of Lombard Avenue from Roosevelt Road to the alley south (two spaces).
(4) The fee for a municipal parking permit is $225 per year, and the number of permits shall be marked or otherwise limited by availability. Municipal permit parking shall be valid 24 hours a day, seven days a week, at these locations within the city:
(a) East side of Cuyler Avenue from Roosevelt Road to the alley south (two spaces).
(D) The City Collector may prorate the yearly fee after July 1 of each calendar year. Such permit shall not be issued or renewed until the required fee is paid, and the permit is not transferable. In the event of the loss of such permit, the fee for replacement shall be half of the original cost of the permit and an application for such replacement shall be made to the City Collector.
(E) Depot, business reserved and municipal parking permits shall be in hangtag form and in colors designated by the City Collector, shall be numbered and shall state the date of issuance and date of expiration. Such permits shall be displayed from the rearview mirror of the vehicle where they may be visible from the exterior of the vehicles.
(F) No vehicle which does not bear a depot parking permit, a business reserved parking permit or a municipal parking permit shall park in those spaces designated as “Depot Permit Parking Only” or “Business Reserved Permit Parking Only” or “Municipal Permit Parking”. All such spaces shall be designated as tow zones.

(A) Visitor parking passes may be obtained by households in areas where parking is restricted to residents only 24 hours a day 7 days a week or superzones. These households will be issued one annual visitor parking pass and one visitor pass parking booklet, at no charge, as described in § 484.04B.
(B) Passes will be issued and made available at the Parking Division of the City Police Department and at City Hall.
(C) Each visitor’s pass shall be clearly identified as a city visitor parking pass and contain the following information when issued:
(1) The address at which it is to be used;
(2) A security number;
(3) The date upon which it expires.
(4) It is advised but not required that the acts of misuse as itemized in § 484.04(J) be listed on the back side of the visitor’s parking pass; and
(5) The format of the visitor parking pass shall be in hangtag form and the color of the visitor parking pass must change for each new year.
(D) Residency must be shown by proof of purchase of a current vehicle sticker. If the resident is not a vehicle owner, the Parking Division must require whatever additional identification it deems appropriate to prove city residency.
(E) The parking pass year shall run from July 1 to June 30. All visitor parking passes shall expire on June 30 of each year and the color of the visitor parking pass must change for each new year to clearly distinguish it from the previous year’s parking pass.
(F) A visitor displaying a valid visitor’s pass may park on either side of the street of the block upon which the resident lives and whose address appears on the visitor’s pass.
(G) The visitor pass is to be displayed from the rearview mirror of the vehicle where it may be visible from the exterior of the vehicles.
(H) Households in need of a pass for a regularly scheduled visitor such as a, but not limited to a child-care, elder-care or social worker provider, can register that visitor with the Parking Division at the Police Department. The Parking Division will request that the necessary identification and documentation is presented confirming the need of a pass.
(I) Any household desiring additional visitor parking passes shall obtain parking passes pursuant to § 484.04B of this code.
(J) Any person who does any of the following shall be fined $200 per day. A separate offense shall be deemed committed each day during or on which a violation occurs or continues:
(1) Provides false or misleading information to obtain the issuance of a visitor parking pass;
(2) Sells, assigns, rents or leases any visitor parking pass, or charges a fee for the use thereof;
(3) Duplicates or attempts to duplicate a visitor parking pass;
(4) Uses a visitor parking pass not properly issued by the city;
(5) Uses the visitor parking pass to avoid the purchase of a resident parking permit (vehicle sticker); or
(6) Uses the visitor parking pass to avoid having to register a vehicle to a city address.

(A) Parking permits may be made available to staff members of School Districts 98 and 100, and churches and daycares registered with the city.
(B) School, church or daycare parking permits may be applied for and issued at the Parking Division located in the Police Department.
(C) Applications for such permits shall include the name, address, telephone number, vehicle information of the applicant and any other such information required by the Parking Division.
(D) School, church or daycare parking permits shall be in hangtag form and in colors designated by the Parking Division, shall be numbered and shall state the date of issuance and date of expiration. Such permits shall be displayed from the rearview mirror of the vehicle where they may be visible from the exterior of the vehicles.
(E) The fee for a school, church or daycare parking permit shall be $10 a permit per year.
(F) A school, church or daycare parking permit (parking permit) shall allow the nonresident staff member to park on streets designated as residents parking within close proximity to the institution and allow a resident or non-resident staff member to park within city owned areas designated as staff parking for that institution.
(G) Parking permits apply to streets signed as resident parking and do not supercede superzone parking restrictions or the remaining parking regulations established by city ordinance or state statute.
(H) Resident staff members applying for a parking permit must have proof of a valid vehicle sticker.
(I) Any person or institution who does any of the following shall be fined in accordance with § 484.99. A separate offense shall be deemed committed each day during or on which a violation occurs or continues:
(1) Provides false or misleading information to obtain the issuance of a parking permit;
(2) Sells, assigns, rents or leases any parking permit, or charges a fee for the use thereof;
(3) Duplicates or attempts to duplicate a parking permit;
(4) Uses a parking permit not properly issued by the city; or
(5) Uses a parking permit to avoid the purchase of a resident parking permit (vehicle sticker).
(J) All parking permits shall expire on July 30 of the year in which they were issued and the color of the parking permit must be changed for each new year.
(K) The city reserves the right to revise or revoke parking privileges and limit the number of permits sold.
(L) The following areas shall be designated as school staff parking between the hours of 7:00 a.m. and 4:00 p.m. Monday through Friday. These areas shall be signed accordingly and vehicles using these spaces will require permits as described herein.
(1) East side of Wisconsin Avenue from 16th Street north to the alley.
(2) West side of Wenonah Avenue from the cul-de-sac north of 16th Street north to the alley.
(3) East side of Clinton Avenue from 35th Street south to the school's southern boundary line.
(4) East side of Kenilworth Avenue within the property lines of 2435 Kenilworth Avenue.
(5) East side of East Avenue from 37th Street north to the school's northern boundary line.
(6) West side of Scoville Avenue from 26th Street north to the alley.
(7) East side of Gunderson Avenue, angled parking north and south of 16th Street.
(8) East side of Gunderson Avenue from Ogden Avenue to 34th Street.
(9) East side of Elmwood Avenue from 15th Street north to the school's northern boundary line.
(10) West side of Elmwood Avenue, angled parking south of 16th Street.
(11) West side of Ridgeland Avenue from 15th Street north to the school's northern boundary line.
(12) East side of Cuyler Avenue from 25th Street south to the school's southern boundary line.
(13) West side of Highland Avenue from 25th Street south to the school's southern boundary line.
(14) South side of 14th Street from Euclid Avenue to Wesley Avenue.
(15) North side of 15th Street from Oak Park Avenue east to the alley.
(16) South side of 25th Street from Cuyler Avenue to Highland Avenue.
(17) South side of 31st Street from Clinton Avenue to Kenilworth Avenue.
(18) North side of 31st Street from Ridgeland Avenue east to the driveway.
(19) South side of 34th Street from Gunderson Avenue to Ridgeland Avenue.
(M) The following areas shall be designated as staff parking between the hours of 6:00 a.m. and 6:00 p.m. Monday through Friday. These areas shall be signed accordingly and vehicles using these spaces will require permits as described herein.
(1) East side of Clarence Avenue from 23rd Street south to the church's southern boundary line.
(2) West side of Highland Avenue from 26th Street south to the alley.
(3) East side of Wesley Avenue from Ogden Avenue south to the alley.
(4) West side of Harvey Avenue from Roosevelt Road south to the alley.
(5) South side of 19th Street from Wesley Avenue to the alley west.
(N) The following areas shall be designated as city staff parking between the hours of 7:00 a.m. and 5:00 p.m. Monday through Friday. These areas shall be signed accordingly and vehicles using these spaces will require permits distributed by the city.
(1) East side of Elmwood Avenue from 16th Street south to the southern boundary line.
(O) The following areas shall be designated as city staff parking between the hours of 8:00 a.m. and 5:00 p.m. Monday through Friday. These areas shall be signed accordingly and vehicles using these spaces will require permits distributed by the city.
(1) West side of Wenonah Avenue within the property lines of 2134 Wenonah Avenue.
(2) East side of Euclid Avenue from 26th Street south to the alley.
(3) East side of Wesley Avenue from 26th Street north to the alley.
(4) West side of Wesley Avenue from 26th Street south to the alley.
(5) North side of 31st Street at eastern property line of 6501 31st Street.
(P) The following areas shall be designated as senior services van parking between the hours of 8:00 a.m. and 5:00 p.m. Monday through Friday. These areas shall be signed accordingly.
(1) South side of 26th Street at 6700 W. 26th Street.
(Q) The following areas shall be designated as city staff parking. These areas shall be signed accordingly and vehicles using these spaces will require permits distributed by the city.
(1) North side of 30th Street/Public Works Drive within the property lines of 1 Public Works Drive.
(2) East side of Harvey Avenue at 19th Street.
(R) The following areas shall be designated as police business only. These areas shall be signed accordingly.
(1) North side of 31st Street within the property lines of 6401 31st Street.

(A) A temporary visitor parking pass is a “one-day” permit issued to a city resident for the person’s use and for the use of persons who do not reside in the city who are temporary visitors of the resident.
ONE-DAY shall be defined as the 24-hour period indicated on the face of the temporary visitor parking pass.
(B) Temporary visitor parking passes shall be good for one 24-hour period and must be attached to the vehicle’s passenger side windshield by means of the adhesive provided on the face of the temporary visitor parking pass. Before displaying the temporary visitor parking pass, the temporary visitor parking pass must be validated by printing, in ink, the date, time, the address of the residence responsible for the visitor and the license plate number of the vehicle. A temporary visitor parking pass without the above information shall be invalid.
(C) Temporary visitor parking passes shall be available to city residents in books of 15 at a cost which shall be set by City Council from time to time. To obtain a book of temporary visitor parking passes, the resident shall submit an application to the city containing the applicant’s name, address, contact phone number and corresponding book number which is being purchased. To obtain a book of temporary visitor parking passes, the resident shall show proof of purchase of a current city resident parking permit (vehicle sticker), or, if the resident is not a vehicle owner, two of the below documents establishing that the person is a resident of the city:
(1) Valid driver’s license or photo ID showing the person’s name and address;
(2) Current utility bill, including telephone, electric, water, gas, cable and the like, showing resident’s name and address;
(3) Current bank statement or paycheck stub;
(4) Current mortgage statement;
(5) Current IRS tax reporting W-2 Form; or
(6) Current lease executed by the resident and resident’s landlord.
(D) A vehicle displaying a valid temporary visitor parking pass may park on either side of the street within a one-block radius upon which the purchasing resident lives and whose address appears on the temporary visitor parking pass. The temporary visitor parking pass does not guarantee that parking will be available. A vehicle displaying a temporary visitor parking pass must comply with all posted traffic and parking regulations.
(E) Any person who does any of the following shall be fined $100 per day. A separate offense shall be deemed committed each day during or on which a violation occurs or continues.
(1) Provides false or misleading information to obtain the issuance of a temporary visitor parking pass;
(2) Sells, assigns, rents or leases any temporary visitor parking pass, or charges a fee for the use thereof (other than the city or an authorized agent of the city);
(3) Duplicates or attempts to duplicate a temporary visitor parking pass;
(4) Uses a temporary visitor parking pass not properly issued by the city;
(5) Uses a temporary visitor parking pass to avoid the purchase of a resident parking permit (vehicle sticker); or
(6) Uses a temporary visitor parking pass to avoid having to register a vehicle to a Berwyn address.

(A) The reservation of on street parking spaces for persons with permanent disabilities or disabled veterans as defined under state law shall be pursuant to the provisions of this section and the applicable portions of the Illinois Vehicle Code.
(1) Reserved parking shall be allowed curbside of a public street within residentially zoned areas.
(2) The reserved space shall be marked by the posting of two signs, 22 feet apart, erected by the Director of Public Works in the form and manner prescribed under § 11-1301 of the Illinois Vehicle Code (ILCS Ch. 625, Act 5, § 11-1301).
(3) The reserved parking space shall be located within the limits of the individual's residence and as close as possible to the frontage of the residence where the permanently disabled person resides. The city reserves the right to post signs at its discretion based on existing conditions, and shall not be permitted in such a manner to unduly harm or cause hardship to other residents residing in the area.
(4) The on street reserved parking space shall be placed, provided that all the criteria in the application process have been met, unless specifically exempted by Council.
(B) The city shall accept applications from residents with permanent disabilities as defined under § 1-159.1 of the Illinois Vehicle Code (ILCS Ch. 625, Act 5, § 1-159.1) or from a member of the household having direct care of the disabled person. Applicants must agree to participate in a site visit. Applications shall be reviewed to determine whether the criteria included in the Illinois Vehicle Code and listed herein have been met:
(1) An application on a form to be prescribed by the City Clerk’s Office has been completed, and verified by the signature of the applicant;
(2) The applicant must be an owner of a motor vehicle for which the Illinois handicapped or disabled veteran license plate or handicapped card has been issued and which plate or card is valid at the time of the application (or renewal application). Applicants not owning a motor vehicle may be eligible for a drop-off zone, if the criteria for such a zone is met, or as recommended during the application review process (see drop-off zones for persons with disabilities);
(3) The applicant has no outstanding debts with the city;
(4) The person who is permanently disabled or a disabled veteran as defined under state law must be a lawful resident of the city at the address for which the installation of the reserved parking sign is requested. Written evidence of the residency must be provided to the City Clerk’s Office at the time the application is submitted;
(5) The applicant must verify that neither the permanently disabled or disabled veteran resident involved has reasonable access to a garage or a driveway adjacent to a garage located at the address of the permanently disabled or disabled veteran resident of the city;
(6) If the applicant is not the owner of the property at which the permanently disabled or disabled veteran resides, the written approval of the owner or property manager of the property for the installation of the reserved parking space sign must be provided at the time of application. If the property is transferred, a new application, investigation process and approval letter from the new owner shall be required.
(C) Applications shall be reviewed by the City Clerk, Police Department Investigating Officer, Traffic Engineer and Director of Public Works. Each determining whether or not additional information or investigation is necessary, reporting their recommendations for approval or denial of the application and the reasons upon which the recommendation is based to the City Council. The City Council shall be the final determiner of eligibility and grant or deny the application.
(D) There shall be parking by permit for persons holding a Berwyn disabled parking sticker and paying an additional fee of $25 annually, as well as an initial fee of $55 to install a reserved parking sign adjacent to the property the applicant resides in.
(1) The sticker shall be numbered to correspond to the sign posted or to the property and only the vehicle bearing that disabled parking permit number shall be allowed to park therein.
(2) Violators who do not display a valid and current disabled plate or placard are subject to a $250 fine.
(3) Violators who display a valid and current disabled plate or placard but no Berwyn disabled parking permit sticker are subject to a fine for parking in violation of a sign.
(4) Disabled parking permits shall only be issued to one vehicle per property and only one disabled parking permit number shall be issued per property.
(5) The Director of Public Works shall develop the appropriate signage, in compliance with this section and ILCS Ch. 625, Act 5, § 11-1301 et seq., clearly designating the disabled parking permit number in fluorescent green, so as to highlight the restricted nature of the spot.
(E) All reserved parking space designations shall expire on October 1 of each year, but may be renewed upon the submission of a renewal application form to be prescribed by the City Clerk, verified by the signature of the renewal applicant meeting the requirements herein and submitted to the City Clerk’s Office, along with any verification documentation called for by the renewal application form and the payment of a $25 fee. The City Clerk shall review each disabled parking sticker previously issued and all renewal applications, and determine whether or not the need for the sticker still exists.
(1) The holder of the disabled parking sticker shall have ten days from the date of the termination final notice to object to the action taken and submit to the City Clerk proof of the continuing need for the reserved parking privilege. All objections to the final termination notice must be made in writing and received within the ten-day period of final notice.
(2) Upon expiration of the ten-day period of final notice the City Clerk shall cancel and recall the disabled parking sticker previously issued. The Director of Public Works, upon expiration of the ten-day objection period, unless otherwise notified by the Clerk, shall remove all “Reserved Parking Only” signs posted and erected to accommodate the disabled parking sticker previously issued.
(3) If the holder of the disabled parking sticker renews after the ten-day period has passed and after the removal of all “Reserved Parking Only” signs, a $55 re-installment fee will be assessed due to failure to renew within the allotted time period.
(F) It shall be the affirmative duty of the person with a permanent disability, their resident family member or caretaker to immediately notify the city if the individual in question no longer meets the requirements under this section or no longer resides at such location. Upon investigation by the City Clerk’s Office, Police Department Investigating Officer and final notification, the Director of Public Works or his designee shall cause the signs indicating reserved parking to be removed.
(G) Drop-off zones for persons with disabilities. If a permanently disabled resident or Berwyn institution desires a drop-off zone for disabled persons, the application for such a zone shall follow the procedures of this section and criteria listed. Drop-off zones for persons with disabilities shall meet the following criteria:
(1) The person or entity seeking the drop-off zone for persons with disabilities must demonstrate the need for such a zone. Factors to be considered in determining the need for such a drop-off zone shall include the following: the number of persons with disabilities traveling to and from the proposed drop-off zone location, the frequency of this activity, the difficulties encountered without the proposed drop-off zone and the alternate solutions available.
(2) The proposed drop-off zone for persons with disabilities shall not have a substantial negative impact on existing parking and traffic conditions in the area.
(3) The need which must be demonstrated under this division (G) must not be the need for parking for persons with disabilities, but rather the need for a location to stop a vehicle which carries a person or persons with disabilities only long enough to drop off or pick up such person or persons from a designated place. The regular use of special motor vehicles or buses for the transport of persons with disabilities to and from a designated place shall be considered as evidence indicating the need for a drop- off zone for persons with disabilities, rather than the need for parking for persons with disabilities.
(4) Drop-off zones can be up to eight feet in length, based on the review procedures described herein.
(H) Section 11-1301.3 of the State Vehicle Code (ILCS Ch. 625, Act 5, § 11-1301.3) is hereby incorporated into this section by reference.
(I) City Council reserves the right to limit the number of spaces on a block.
(J) City staff has the right and authority to review and reevaluate the current use of parking spaces for the permanently disabled pursuant to this section and shall make recommendations to the City Council as to any such reserved parking spaces which may no longer be appropriate. The City Council shall have the right to revoke any reserved parking spaces previously approved.
(K) Applicable portions of this section shall be applied to traffic warning signs for handicapped or disabled residents. These requests shall follow the same application, payment, review and renewal processes described herein. Alternate solutions will be considered prior to the installation of these signs. Approval of these signs shall be subject to the Director of Public Works.
(L) No person shall sell, assign, rent or lease any disabled parking permit sticker or charge a fee for the use thereof. No person shall file a sworn affidavit, as required herein, which the person knows to be false or believes to be false at the time of filing.
(M) No person shall continue to display a disabled parking permit sticker which has been terminated, cancelled and recalled pursuant to this section.
(N) It shall be unlawful for any person to park a motor vehicle or stop a motor vehicle for the purpose of loading or unloading persons or things, other than persons with disabilities, in any public parking area posted as a drop off zone for persons with disabilities.
(O) Whoever violates any of the provisions of this chapter shall be fined not more than $250, except that anyone who fraudulently uses a handicapped parking permit in violation of this chapter, shall be subject to a $500 fine.
(P) There shall be a non-refundable fee of $20 for the accessible parking application.

This chapter does not apply to:
(A) The portions of the streets contiguous to and adjacent to any public grammar school facility, building, lot, playground or parking lot in the city falling within or adjacent to any defined residential parking zone. However, the exception shall not apply to that portion of the streets across from the public grammar school facility, building, lot, playground or parking lot; and/or
(B) The parking of any ambulance, emergency vehicle of any mental agency, repair vehicle of any public utility or city-owned vehicle, when the vehicle is being used in the performance of emergency duties.

(A) Vacin Fairway Permits.
(1) Permits are available for personal passenger vehicles and motorcycles.
(2) Permits are not available for taxi cabs and limousines. Permits for these vehicle types are available under § 484.10.
(3) Permits are available upon application to the Police Department - Parking Division or the Collector's Office, on a form to be provided for that purpose.
(4) Said form shall include the name, address and phone number of the applicant and the license plate number, make and color of the vehicle to which the permit will apply.
(5) Permits are available on a yearly basis, from January 1 to December 31 of a given year.
(6) The fee for a Vacin Fairway Permit is $45 per quarter or $150 per year.
(7) Permits are to be in a placard form that can be hung from the rear-view mirror and shall be properly displayed from this location when the vehicle is parked in the Vacin Fairway. The parking permits shall be numbered and shall state the date of expiration.
(8) Permits are not transferable.
(9) No person shall use a Vacin Fairway Permit by placing such parking permit on a vehicle for which permit was not issued or properly transferred.
(10) Each Cermak Road business is offered two free permits with the purchase of their first permit, one offer per year.
(11) Permit fees may be prorated after July 1 of each calendar year. In the event of the loss of such permit, the fee for replacement shall be half of the original cost of the permit.

(A) Unless otherwise provided or posted, the parking of motor vehicles on the streets in the city between the hours of 3:00 a.m. to 6:00 a.m., is limited to vehicles with a legally obtained and properly displayed Berwyn on-street vehicle license in the form of a metal tag or vehicle sticker, visitor parking pass or temporary visitor parking pass.
