§ 484.03 DEPOT, BUSINESS RESERVED AND MUNICIPAL PERMIT PARKING.
   (A)   Council shall establish certain parking spaces within the city as permit parking only spaces, such spaces to be designated by signs indicating “Depot Permit Parking Only”, “Business Reserved Permit Parking” or “Municipal Permit Parking”.
   (B)   Depot, business reserved and municipal permits to park in such spaces are available upon application to the City Collector on a form to be provided for this purpose, which application shall include the name, address and telephone number of the applicant.
   (C)   Locations and fees.
      (1)   The fee for a depot parking permit is $100 per quarter or $375 per year, and the number of permits shall be limited by availability. All parking spaces designated as “Depot Permit Parking” shall be used as public parking after 6:00 p.m. until 6:00 a.m., Monday through Friday and all day Saturday, Sunday and holidays.
         (a)   Depot permit parking is available along the north side of Windsor Avenue and the south side of Stanley Avenue, in which the designated spaces are clearly marked with signs.
         (b)   Depot permits can be used on levels 1, 2, 3 and 4 of the Municipal Garage located at 3320 Grove Avenue.
      (2)   The fee for a business reserved parking permit is $225 per year, and the number of permits shall be marked or otherwise limited by availability. Business permit parking shall be valid from 7:00 a.m. until 7:00 p.m. at these locations within the city:
         (a)   West side of Kenilworth Avenue from Windsor Avenue to the first alley south (nine spaces).
         (b)   North side of 32nd Street from Oak Park Avenue to the first alley west (ten spaces).
         (c)   South side of 32nd Street from Grove Avenue to Oak Park Avenue (three spaces).
         (d)   Two spaces on Stanley Avenue at Oak Park Avenue.
         (e)   Three spaces at 6446 34th Street.
      (3)   The fee for a municipal parking permit is $225 per year, and the number of permits shall be marked or otherwise limited by availability. Municipal permit parking shall be valid from 7:00 a.m. until 5:00 p.m. Monday through Saturday, at these locations within the city:
         (a)   West side of Clinton Avenue from Roosevelt Road to the cul-de-sac (four spaces).
         (b)   East side of Kenilworth Avenue from Roosevelt Road to the alley south (eight spaces).
         (c)   East side of Harvey Avenue from Roosevelt Road to the alley south (six spaces).
         (d)   West side of Lombard Avenue from Roosevelt Road to the alley south (two spaces).
      (4)   The fee for a municipal parking permit is $225 per year, and the number of permits shall be marked or otherwise limited by availability. Municipal permit parking shall be valid 24 hours a day, seven days a week, at these locations within the city:
         (a)   East side of Cuyler Avenue from Roosevelt Road to the alley south (two spaces).
   (D)   The City Collector may prorate the yearly fee after July 1 of each calendar year. Such permit shall not be issued or renewed until the required fee is paid, and the permit is not transferable. In the event of the loss of such permit, the fee for replacement shall be half of the original cost of the permit and an application for such replacement shall be made to the City Collector.
   (E)   Depot, business reserved and municipal parking permits shall be in hangtag form and in colors designated by the City Collector, shall be numbered and shall state the date of issuance and date of expiration. Such permits shall be displayed from the rearview mirror of the vehicle where they may be visible from the exterior of the vehicles.
   (F)   No vehicle which does not bear a depot parking permit, a business reserved parking permit or a municipal parking permit shall park in those spaces designated as “Depot Permit Parking Only” or “Business Reserved Permit Parking Only” or “Municipal Permit Parking”. All such spaces shall be designated as tow zones.
