This chapter does not apply to:
(A) The portions of the streets contiguous to and adjacent to any public grammar school facility, building, lot, playground or parking lot in the city falling within or adjacent to any defined residential parking zone. However, the exception shall not apply to that portion of the streets across from the public grammar school facility, building, lot, playground or parking lot; and/or
(B) The parking of any ambulance, emergency vehicle of any mental agency, repair vehicle of any public utility or city-owned vehicle, when the vehicle is being used in the performance of emergency duties.
