All lessees, tenants, owners, and occupants of property within the corporate limits of the city shall keep their premises clear of all trash, filth, brush, weeds, leaves, tree limbs, paper, litter or refuse of any kind. It shall be unlawful for any person to place, deposit, or leave or cause, suffer, or permit the growing, standing, placing, depositing, or leaving, of any ashes, trash, filth, weeds, leaves, waste materials of any kind, tree limbs, brush, paper, litter or refuse of any kind, on any private property or on any public road, street, or alley within the corporate limits of the city.
