(a) The Belpre Recreation Commission shall be responsible for developing and maintaining recreational programs in the City; securing personnel to maintain the parks and swimming pool; establishing rules and regulations for the operation of the parks; and all other issues involving City recreation programs and facilities. Compensation of employees and fees for the use of the park and swimming pool shall be subject to approval by Council.
(b) The Belpre Recreation Commission shall also be responsible for developing maintenance and improvement, schedules for park facilities and the swimming pool, and for developing and maintaining a plan to provide funding for such maintenance and improvement.
