741.01 PERMIT REQUIRED; FEE.
   No person or entity may conduct a yard or garage sale without first obtaining a permit from the Safety-Service Director. The permit fee for a yard or garage sale shall be published annually by the Safety-Service Director with the list of all fees charged by the City of Belpre. Any tax exempt organization that can produce an Internal Revenue Service 501(c)(3) determination letter shall be exempt from paying the permit fee, but shall also be limited by the requirements of Section 741.02 , 741.03 and 741.99 .

741.02 LENGTH; NUMBER RESTRICTED.
   (a)   The Safety-Service Director shall restrict all yard or garage sale permits to no longer than three (3) days per sale. The date and location of the yard or garage sale shall be listed in the permit.
   (b)   No person or entity may conduct more than three (3) yard or garage sales per year from the same premises without obtaining a business operation permit pursuant to Chapter 733 of the Codified Ordinances of the City of Belpre.

741.03 SIGNS.
   Yard or garage sale signs cannot be placed on public rights of way, telephone or electric poles, or City owned structures. Yard or garage sale signs must be located only on private property with the consent of the owner or occupant of said premises. Yard or garage sale signs shall be located no earlier than two (2) days prior to the first day of the sale and shall be removed no later than the day after the last day of the sale.

741.99 PENALTY.
   (a)   Any person violating this chapter shall be guilty of a minor misdemeanor and shall be subject to a fine of up to one hundred fifty and 00/100ths dollars ($150.00) per offense. Each day of violation may be considered to be a separate offense subject to a separate penalty.
   (b)   The Safety-Service Director may seek injunction relief to enforce this chapter through the Court of Common Pleas of Washington County, Ohio.
