Whenever any person, partnership, corporation or other legal entity fails, neglects or refuses to comply with any order issued under the provisions of this Building Code, or whenever any building or other structure is used or occupied so as to be in violation of, or not in conformity with, any provision of this Building Code, the City Engineer and/or City Service-Safety Director and/or his or her designated representative may institute and maintain in the name of the City an appropriate action at law or in equity to restrain the execution in violation of this Building Code, to prevent the occupation or use of such building or other structure and to prevent or terminate any violation of this Building Code.
