The City Engineer and/or City Service-Safety Director and/or his or her designated representatives shall be responsible for the administration and enforcement of this Building Code. When authorized by Council, he may employ such inspectors as are necessary to insure proper supervision of building.

The City Engineer and/or City Service-Safety Director and/or his or her designated representative shall be responsible for the examination of plans, the issuance or refusal of permits under applicable provisions of the ordinances of the City and the laws of the State, the inspection of buildings, and such other powers as are or may hereafter be conferred upon the Chief Enforcement Officer by the ordinances of the City or the laws of the State.

Neither the City Engineer and/or City Service-Safety Director and/or his or her designated representative nor any inspector shall be employed or engaged, directly or indirectly, in any building business or have any interest, directly or indirectly, in any contract for building for others or for furnishing materials, plans or specifications for such.
