Proceedings shall be instituted against the violator on the Village's administrative adjudications pursuant to the terms set forth in Title 1, Chapter 21 of this code.
The fines and penalties for any person who violates any of the terms of this Chapter shall be imposed as follows:

Step 1 | Upon service of a "violation notice" issued with a hearing court date and the violator has attended such court date and a finding of guilty is imposed, the fine amount owed shall be: | Not less than $150 and not more than $1,000. | Not less than $300 and not more than $1,500. |
Step 2 | Having failed to attend the issued hearing court date, the fine amount owed shall be: | Not less than $300 and not more than $1,000. | Not less than $600 and not more man $1,500. |
Step 3 | Having failed to make payment by any deadline date or failure to appear at any issued hearing court date, judgments entered against a violator shall be sent to a collection agency of the Village's choice for enforcement proceedings: | Judgment to stand. | Judgment to stand. |
