The administration of the department covering the organization, personnel and jurisdiction; the regulations of the department, including job responsibilities, authority, codes of conduct and equipment; and standard operating procedure covering both the administrative and operational functions of the department, shall be in conformance with the provisions as provided for in the manual of direction for the Bedford Park police department, which is hereby incorporated herein in its entirety and made a part of this chapter by reference.
