9-1-4-1: DUTIES AND RESPONSIBILITIES OF THE CAPTAIN OF POLICE 1 :
   (A)   Position Of Captain Of Police: The position of captain of police is hereby created and established.
   (B)   Duties And Responsibilities: The duties and responsibilities of the captain of police are as follows:
      1.   The captain of police shall be the second in command, and shall have such authority and perform such duties as the chief of police shall assign.
      2.   The captain of police shall be required to supervise the work of the department and require the satisfactory performance of the unit subject to the orders of the chief of police. He shall use his best efforts in meeting the problems, appraising the effectiveness of the police techniques used and interpreting departmental policies and rules, as laid down by the chief of police. He may receive special instruction from the chief of police in unusual situations, and his work will be reviewed through observation and evaluation of reports to the chief of police.
      3.   The captain of police shall strive constantly to create and maintain high morale among the members of the police department, and constantly evaluate the quality of supervision provided by subordinate officers. He shall strive to maintain friendly relations between his police department and other police departments, the press and the public.
      4.   The captain of police shall make personal inspection of the area under his command at irregular intervals, as frequently as may be necessary to keep him thoroughly informed of conditions therein. He shall determine if all members of his command are efficiently performing their duties and shall take suitable action to correct any violation of departmental orders or dereliction of duty that he may observe. He shall note all noncompliance with the laws and ordinances and all other matters requiring the attention of the police.
      5.   The captain of police shall supervise and review the reports of subordinates and if there are mistakes or omissions, return them to the officer's supervisor for corrections and review with the reporting officer. He shall cover major crimes and unusual occurrences during his tour of duty, and when appropriate, assist and instruct the officers in the proper methods of handling the assignment. He may be called to such incidents, if needed when off duty.
      6.   The captain of police shall, whenever practical, patrol the village and shall interview frequently and at regular intervals, each officer and observe the manner in which each officer performs his duty, and shall give instruction on the proper and most effective methods of performing it. He shall investigate any delinquent morale, or any laxity in performance of duty, or in the observance of departmental orders on the part of any of his officers. After determining the facts, he shall report his findings and action taken, or recommendation to the chief of police.
      7.   The captain of police shall have such other duties and responsibilities as are contained in the code of ethics and rules and regulations of the police department of the village of Bedford Park, Illinois, a home rule unit of government. (Ord. 98-1017, 10-15-1998)
