(A) Creation Of Position: A position of part-time Fire Training Officer is hereby created. Said officer shall be appointed by the Mayor with the advice and consent of the Board of Trustees on an annual basis.
(B) Position Status: This position shall be exempt for FLSA standards and is part-time wherein no more than nine hundred ninety nine (999) hours of time per year will be allocated to the position. This position shall be non-union.
(C) Position Summary: Performs administrative and technical work in the administration and presentation of training related to fire suppression, emergency medical services, hazardous materials, fire prevention, specialized rescue operations, and other related topics. This officer shall also assist the Fire Department Safety Officer.
(D) Supervision: The officer will work under and report to the Fire Chief or his or her designee.
(E) Essential Duties: The essential duties shall include but are not limited to the following:
1. Develops, implements, and evaluates programs related to fire suppression, emergency medical service, hazardous materials, fire prevention, and special team training activities; implements modifications to training programs as required to ensure effectiveness and current technical or procedural compliance. Instructs students both directly and indirectly.
2. Evaluates and coordinates all training requests and scheduling for department personnel to attend external training schools, seminars and conferences.
3. Ensures all training reports are accurate, complete, and maintained in compliance with applicable standards and practices.
4. Maintains training records and files on all department personnel. Completes necessary forms for submittals to the Office of the State Fire Marshal.
5. Assists in the management of the department through the development, administration, and implementation of departmental policies, rules, regulations, procedures, budget plans, strategic plans and goal-setting.
6. Attends schools, conferences and other meetings to keep abreast of current trends in the field; represents the department in a variety of local, regional, County, State and other organizations and committees.
7. Reports to working incidents, if available, to observe operations and evaluate the effectiveness of training programs in actual operation and to identify training needs and/or safety concerns. Does not perform direct emergency mitigation duties, but may assist incident command as part of the incident safety team, if needed.
8. Assists the department Safety Officer, assessing processes and conditions, providing related training, drafting, and implementing related policies or procedures, chairing the department's Safety Committee, administering and participating in an accident review process, and participating in related meetings.
9. Produces and submits yearly budget requests for training, schools, and supplies. Administers the Training Division budget on an ongoing basis.
10. Maintains the Fire Department's training calendars, curriculum, schedules, lesson plans, and various other elements.
11. Manages school attendance, budget expenditures, and purchases related to training and safety.
12. Lead departmental committees and serve on, and contribute to, regional training and safety committees.
13. Performs other duties as assigned.
14. This is not an emergency response position. The employee may respond to emergencies to observe conditions and identify training/safety needs and provide incident scene assistance to incident commanders, provided that the employee may not enter potential IDLH (immediately dangerous to life and health) atmospheres.
(F) Minimum Qualifications: The minimum qualifications include the following:
1. Associate degree required, bachelor degree preferred. Minimum of ten (10) years of fire service experience. Two (2) years of experience as a training officer in a full-time Fire Department.
2. Considerable knowledge of the principles and practices of effective administration as it applies to the fire service; considerable knowledge of fire suppression and prevention principles, procedures, techniques and equipment; considerable knowledge of rescue, first aid and resuscitation techniques and their application; considerable knowledge of emergency response agency operations and protocols, including hazardous materials and specialized rescue response.
3. Knowledge in the operation of Fire Department tools and equipment.
4. Ability to analyze the effectiveness of departmental operations, to diagnose operations problems, and to correlate the department's development with changing conditions within the community and industry.
5. Ability to train and supervise personnel in the duties of their positions.
6. Ability to follow verbal and written instructions.
7. Ability to communicate effectively orally and in writing.
8. Ability to establish effective working relationships with department members, other agencies and the general public.
9. Ability to recognize and apply the most effective methods for teaching skills and developing programs.
(G) Compensation: The salary for the position shall be provided for in the annual budget.
(H) Evaluation: The officer shall be evaluated as to the job performance within the first ninety (90) days and then on an annual basis. (Ord. 18-1566, 4-5-2018)
