8-1-25: FIRE DEPARTMENT CAPTAIN:
   (A)   Creation Of Position: On January 1, 2014, the position of fire department captain is hereby created.
   (B)   Definition: The position of "fire department captain" shall be defined as an individual who will assist in the development, implementation and coordination of various programs within an assigned area of responsibility.
   (C)   Appointment To Position: The village president, with the advice and consent of the board of trustees, shall make the appointments to the position of fire department captain.
   (D)   Qualifications: The fire department captain shall be chosen on the basis of executive and administrative qualifications and capabilities as described herein, without consideration of a candidate's race, sex, political or religious beliefs. The qualifications and capabilities to be considered include, but are not limited to, the following:
      1.   Required Knowledge, Skill And Ability:
         (a)   Comprehensive knowledge of modern firefighting and fire prevention methods;
         (b)   Familiarity with the physical layout of the village and with the fire hazards and conditions of buildings within the village;
         (c)   Supervise and coordinate the work of others;
         (d)   Resourcefulness and sound judgment in emergencies.
      2.   Physical Condition: Maintain physical condition appropriate to the performance of assigned duties and responsibilities, which may include the following:
         (a)   Performing life threatening firefighting activities in emergency situations;
         (b)   Running, walking, crouching or crawling during emergency operations;
         (c)   Moving equipment and injured/deceased persons;
         (d)   Climbing stairs/ladders;
         (e)   Performing lifesaving and rescue procedures;
         (f)   Walking, standing or sitting for extended periods of time; and
         (g)   Operating assigned equipment and vehicles.
      3.   Personal Danger: Effectively deal with personal danger, which may include exposure to:
         (a)   Fire encompassed surroundings;
         (b)   Dangerous persons;
         (c)   Dangerous animals;
         (d)   Hazards of emergency driving;
         (e)   Hazards associated with traffic control and working in and near traffic;
         (f)   Natural and manmade disasters.
      4.   Audiovisual Discrimination: Maintain effective audiovisual discrimination and perception needed for:
         (a)   Making observations;
         (b)   Communicating with others;
         (c)   Reading and writing; and
         (d)   Operating assigned equipment and vehicles.
      5.   Mental Capacity: Maintain mental capacity, which allows the capability of:
         (a)   Exercising sound judgment and rational thinking under dangerous circumstances;
         (b)   Evaluating various options and alternatives and choose an appropriate and reasonable course of action; and
         (c)   Demonstrating intellectual capabilities during training and testing processes.
   (E)   Experience Guidelines: The position of fire department captain shall require him or her to possess certain experience or training which shall include, but is not limited to, the following combination:
      1.   Completion of high school diploma;
      2.   Extensive successful experience as a firefighter;
      3.   OSFM fire officer II certification; and
      4.   Three (3) year lieutenant of Bedford Park fire department.
   (F)   Duties: The fire department captain shall be under the direct command of the fire chief. The duties and responsibilities of the fire department captain shall include, but are not limited to, the following:
      1.   Command of assigned companies and quarters;
      2.   Maintenance of discipline and supervision of, enforcement of, and compliance with the rules and regulations of the fire department and village policies;
      3.   Initiate the incident command system at emergency incidents. Develop an incident action plan; including the review, evaluation, and revision of the plan as needed;
      4.   Prepare written reports to the fire chief on performance and capability of probationary firefighters not later than forty five (45) days prior to the expiration of the probationary period;
      5.   Supervision, dissemination, and knowledge of general and special orders of the fire chief;
      6.   Report in writing to the fire chief on accidents occurring in the course of response to or return from a fire alarm, including names and addresses of all witnesses thereto;
      7.   Maintenance of company books and records in proper and orderly condition subject to inspection by superior officers;
      8.   Daily written report of all fires and alarms attended by their company during a twenty four (24) hour period;
      9.   Preparation of an inventory of all articles and pieces of property on hand at the end of the calendar year, setting forth such property as was received, disposed of, worn out, assigned, etc. Such inventory shall be prepared in duplicate and one copy submitted to the Fire Chief not later than January 15 of each year; the other copy shall be retained in the company records;
      10.   Maintenance and care of buildings, furniture, and fixtures committed to their use;
      11.   Maintenance and care of apparatus and equipment including examination and cleaning thereof after each use, but not less than once each day;
      12.   Supervision of behavior, conduct, and habits of all men assigned to their company;
      13.   Report in writing to the Fire Chief regarding any equipment or apparatus out of service and/or undergoing repairs or maintenance, including the date and time when such equipment or apparatus becomes out of service, the nature of the work to be performed, an estimate of the cost thereof and the person authorizing such maintenance or repairs;
      14.   Responsibility for all articles and equipment belonging to reserve apparatus including cleaning and restoration after use;
      15.   Report in writing to the Fire Chief regarding any loss of tools, equipment, or property of the department. Any articles or equipment, belonging to another company shall be returned to that company as soon as possible, with a written report of such return submitted to the Fire Chief; and
      16.   Escort visitors and citizens with appropriate explanations made to them while assuring that such activity does not interfere with the administration and conduct of normal duties and assignments.
   (G)   Compensation: The Fire Department Captain shall receive such compensation as the Board deems appropriate and may be adjusted from time to time. (Ord. 13-1424, 12-11-2013)
