8-1-4: APPOINTMENTS:
   (A)   Fire Department: The Village President, with the advice and consent of the Board of Trustees, shall appoint all members of the regular Fire Department.
   (B)   Procedures: The procedures for handling such appointments shall be in conformance with the provisions contained in title I, chapter 18 of this Code, which chapter is incorporated herein and made a part hereof by reference. (Ord. 534, eff. 1-1-1967)
   (C)   Paid On Call Firefighters:
      1.   The Village President, with the advice and consent of the Board of Trustees, shall appoint all paid on call firefighters. The requisites for such appointments are as follows:
         (a)   Proof of United States citizenship;
         (b)   Must possess a high school diploma or equivalent;
         (c)   Appointees must be at least twenty (20) years of age;
         (d)   Appointees shall be of good character and have not been convicted of a felony or a crime of moral turpitude;
         (e)   Appointees must possess a valid driver's license;
         (f)   All appointees must reside within five (5) miles of the corporate limits of the village;
         (g)   All appointees shall be required to take a polygraph test and background check;
         (h)   Appointees must pass a physical and psychological examination.
      2.   Upon being appointed to the position of POC firefighters, each appointee shall, within three (3) years, be required to achieve the status of certified firefighter II with a minimum of two hundred forty (240) training hours per year. Each appointee shall also be required to attend a minimum of four (4) training drills a month. The appointee, in addition to the training drills, may also be required to attend any other drills including special drills that the fire chief deems appropriate. All appointees shall adhere to the rules and regulations of the fire department and orders of the fire chief or next officer in the chain of command. If an appointee fails to attend the training drills as set forth or does not abide by the rules and regulations of the fire department, he or she will be discharged from the POC program. No POC shall be considered a part of the regular fire department and consequently, the terms of the collective bargaining agreement shall not be applicable to the POC appointee.    (D)   Liaison Officer: The village president, with the advice and consent of the board of trustees, shall appoint a liaison officer elected by the vote of the members of the volunteer fire department. The liaison officer shall work directly with the fire chief in all matters relating to the fire department and fire protection. His term of appointment shall be for the period of time specified in such appointment, but in no event to extend beyond the then current fiscal year.
   (E)   Auxiliary Firemen: In cases of emergencies, the village president shall have the power to appoint auxiliary firemen without the advice or consent of the board of trustees. (Ord. 534, eff. 1-1-1967)
