7-14-3: INSPECTIONS:
   (A)   Inspection Upon Transfer: No owner, agent or person in charge of a one-family dwelling, or multi-family structure, shall sell or allow any person to occupy the same as a tenant or lessee unless the owner, agent or person in charge of such dwelling or structure has notified the building inspector of the intent to sell or lease such dwelling or structure. Notice shall be in writing and must be received by said building inspector no less than eight (8) working days before the proposed sale or lease.
   (B)   Attempted Inspection By Building Inspector: Upon receiving notice of intent to sell or lease a dwelling or structure as described in subsection (A) of this section, the building inspector shall attempt to inspect such dwelling or structure to determine whether the dwelling or structure is in compliance with all of the provisions of this code. The building inspector shall attempt to make the inspection no less than three (3) working days before the date of the proposed sale or lease. (The term 3 days in this instance shall mean any 3 days during a week or part thereof, when normal business activities are carried on by the village.) Failure to consent to an inspection under this section shall not constitute an offense against the village and shall not be punishable by fine or imprisonment.
   (C)   Certificate Of Occupancy: If such inspection establishes that the one-family dwelling or multi-family structure complies with all the provisions of the health and building codes of the village, the building inspector shall then issue a certificate of occupancy. One copy of said certificate shall be delivered to the applicant and a copy of the same shall be filed in the office of the building inspector.
   (D)   Annual Inspections: The inspector shall have the right to inspect multi-family or rental dwelling structures on an annual basis to verify compliance with all applicable building, fire and safety codes of the village.
   (E)   Issuance Of Certificate Shall Not Be Construed As A Warranty: If said certificate of occupancy is issued, the village is not warranting, representing or ensuring to the holder thereof, or his or her assigns or other interested parties that there are no violations of this code or laws of the state.
