In all territory within the village or within one-half (1/2) mile of the corporate limits thereof, no lot or parcel of land, or any part thereof, shall be improved with any building for residential, commercial or industrial purposes, or to which the general public has access, unless such lot or parcel of land or any part thereof has access and is connected with the public sewers and water mains of said village or is provided with the use of a water supply and sewage and liquid waste disposal system that at least conforms to the following requirements.
