(A) The Chief of Police is hereby empowered to make regulations necessary to make effective the provisions of the traffic ordinances of this city and to make and enforce temporary or experimental regulations to cover emergencies or special conditions. No temporary or experimental regulation shall remain in effect for more than 90 days. The Chief of Police may test traffic-control devices under actual conditions of traffic.

(B) It shall be the duty of the Police Department to do the following.
(1) Enforce the street traffic regulations of the city and all state vehicle laws applicable to street traffic in this city.
(2) Make arrests for traffic violations.
(3) Investigate all traffic accidents.
(4) Cooperate in the administration of the street traffic laws and in developing ways and means to improve traffic conditions.
(5) Carry out those duties specially imposed by this code and other traffic ordinances of the city.

(A) There is hereby established a Traffic Commission to serve without compensation, consisting of the Chief of Police or in his discretion as his representative the Chief of the Traffic Division, the Chairman of the Common Council Traffic Committee, one representative each from the City Engineer’s office and the City Attorney’s office, and any number of other city officers and representatives of unofficial bodies as may be determined and appointed by the Mayor. The Chairman of the Commission shall be appointed by the Mayor and may be removed by him.
(B) It shall be the duty of the Traffic Commission, and to this end it shall have the authority within the limits of the funds at its disposal, to do the following.
(1) Coordinate traffic activities.
(2) Carry on educational activities in traffic matters.
(3) Supervise the preparation and publication of traffic reports.
(4) Receive complaints having to do with traffic matters.
(5) Recommend to the legislative body of this city and to the Traffic Engineer, the Chief of the Traffic Division, and other city officials, ways and means of improving traffic conditions and the administration and enforcement of traffic regulations.

(A) The office of City Traffic Engineer is hereby established. The Chief of Police shall serve as City Traffic Engineer and shall exercise the powers and duties with respect to traffic as provided in this code and other ordinances of the city.
(B) It shall be the general duty of the City Traffic Engineer to do the following.
(1) Determine the installation and proper timing and maintenance of traffic-control devices.
(2) Conduct engineering analyses of traffic accidents.
(3) Devise remedial measures to conduct engineering investigation of traffic conditions.
(4) Cooperate with other city officials in the development of ways and means to improve traffic conditions.
(5) Carry out the additional powers and duties imposed by ordinances of this city.

The Chief of Police is hereby authorized to do the following.
(A) Designate and maintain, by appropriate devices, marks, or lines upon the surface of the roadway, crosswalks at intersections where in his opinion there is a particular danger to pedestrians crossing the roadway, and at any other places as he may deem necessary.
(B) Establish safety zones of the kind and character and at places he may deem necessary for the protection of pedestrians.
(C) Mark lanes for traffic on street pavements at places he may deem advisable, consistent with the traffic ordinances of the city.
