(a) The purpose of this chapter is to:
(1) Permit commercial, industrial, and residential development without increasing the flooding of other lands.
(2) Reduce damage to the receiving streams and drainage systems that may be caused by increases in the quantity and/or rate of water discharged from the new development activities and maintain a high water quality.
(3) Allow for "flow through" storm water without disrupting drainage from up stream properties.
(4) Establish a basis of design for storm water management practices.
(5) Establish a method for the ongoing inspection and maintenance of storm water management systems.
(b) This chapter shall be coordinated with Chapter 1955 "Flood Damage Prevention" which reduces "on site" damage by controlling construction in designated flood plans and with Chapter 1345 Storm Water Pollution Prevention Plan and Site Development that sets guidelines for construction. Where the chapters overlap the most stringent section will apply.
