1341.17 FEE FOR CITY SERVICES RENDERED IN ABATING NUISANCES.
   (a)   When it is necessary for the City to remedy a nuisance on non-public property or on public property caused by a private property owner or to otherwise provide a service for which there is no general public benefit, the cost of providing such service shall not be less than the actual City costs involved, but in no case shall the cost be less than ten dollars ($10.00) per hour per man, or, if overtime is involved, fifteen dollars ($15.00) per hour per man. The use of any specialized equipment other than City trucks shall require an additional charge.
   (b)   If any motorized equipment is necessary, an additional equipment retainer cost will be charged. Nothing contained in this section shall revoke any other specific legislation setting forth charges for services rendered and in particular Section 1341.22.
