No person shall throw or cause to be thrown any debris or material of any nature whatsoever into any drainage structure in the City; nor shall any person permit to be placed or allow to remain in any drainage structure on property belonging to them or under their control any debris, materials, trash, filth or other matter or impediment whatsoever.
