No person shall obstruct, dam or otherwise encroach upon the area within the natural and ordinary high water mark of any stream or watercourse by either placing therein any building, by planting any trees, by building any walls or by otherwise placing therein any object or material whatsoever; it being the intent that all streams and natural watercourses shall be kept open and free flowing at all times.
