Any person who has a bona fide controversy with the Commissioner and whose rights have been materially affected by any decision of the Commissioner in the issuance or denial of a permit as provided herein or in the administration of the provisions of this Chapter, shall have the right to appeal to the Board of Building Standards and Appeals in accordance with the provisions of Section 1307.10 of the Building Code.
