Before issuing a permit, the Commissioner or a designee shall collect a fee, the amount of which shall be fifty dollars ($50.00) for the first one hundred cubic yards (100 cu. yds.) (or fraction thereof), plus twenty-five dollars ($25.00) for each one thousand cubic yards (1,000 cu. yds.) (or fraction thereof), in excess of one hundred cubic yards (100 cu. yds.) of earth or other materials moved, except that no fee shall be collected for work performed by any public agency.
