When the safety of adjoining buildings or other structures may be affected by a proposed excavation, the owners of such adjoining buildings or other structures shall be notified not less than ten (10) days before such excavating is commenced by the person proposing to do such excavating. Such notice shall be in writing and shall state the depth and location of the proposed
excavation.
