Unless waived pursuant to the provisions of Section 1323.07, observation and testing of excavation and fill in the field shall be performed by a registered professional engineer, an architect where the excavation and fill is incident to the practice of architecture, or their representatives. The registered professional engineer or architect shall submit a summary report to the Commissioner upon completion of operations. The Commissioner may require any of these services to be performed by a geotechnical engineer.
