Before work is commenced on the construction of a private swimming pool or on any alteration, addition, remodeling or other improvement thereto, an application for permit to construct and the plans and specifications and pertinent explanatory data hereinafter required shall be submitted to the City Manager, or his authorized representative. No part of the work shall be commenced until the City Manager or the Building Inspector has evidenced approval by suitable endorsement upon such plans and specifications and has granted a permit upon payment of the required fees.
