(a) Permit Required. A building permit shall be obtained before beginning construction, alteration or repairs, other than ordinary repairs, using applications or forms furnished by the Building Department. Ordinary repairs are non-structural repairs and do not include addition to, alteration of, or replacement or relocation of water supply, sewer, drainage system, gas, soil, waste, vent or similar piping, electrical wiring, or mechanical or other work for which a permit is required by the Building Department. The procurement of the building permit is the responsibility of the owner of a parcel or structure and may be assigned to a contractor or agent at the complete liability of the owner. (Ord. 7215-00. (b) Permit Fees. Permit fees shall be established by City Council and shall be listed in Section 1305.16 of the Codified Ordinances. The Building Official is hereby authorized to double permit fees for work commenced without required approvals for the first offense and triple permit fees for the third and any additional offense. (c) Expiration. Every permit issued by the Building Department under the provisions of this code shall expire by limitation and shall become null and void if the building or work authorized by the permit does not commence within six (6) months from the issue date of the permit, or if the building or work authorized by such permit is suspended or abandoned for a period of six (6) months or more after the work has commenced. Before the work can be commenced or resumed, a permit extension or renewal shall be obtained.
(d) Permit Validity. The issuance of a permit does not authorize the violation of any provision of this code.
