(a) Practical Difficulties. When there are practical difficulties involved in carrying out the provisions of this code, the building official may grant modifications for individual cases. The building official must first find that a special individual reason makes the strict letter of this code impractical and that the modification with the intent and the purpose of this code and that such modification does not lessen health, life safety and fire safety requirements. The details of actions granting modifications shall be entered into the permanent file of the structure or property.
