(a) Alternate Materials, Systems or Equipment. The provisions of this code are not intended to limit the appropriate use of materials, appliances, equipment or methods of design or construction not specifically prescribed by this code, provided that the building official determines
that the proposed alternate is at least equivalent to that which is prescribed in this code as relates to suitability, quality, strength, effectiveness, fire resistance, durability, dimensional stability, safety and sanitation. The building official may require that evidence or proof be submitted to substantiate any claims thereof. The responsibility for submitting such evidence along with any cost associated with the submittal rests with the owner or contractor. The building official may accept or reject any alternate material at his discretion.
