(a) General. The owner, agent, operator, or occupant of any structure or premises shall have the right to appeal from any order of, or written notice issued by, the building official, or from any notice of the revocation of a Certificate of Occupancy within thirty (30) days from the date such order was mailed, given or issued. They shall appear before the Board of Building Standards and Appeals at a time and place fixed by the Board, to show cause why they should not comply with the order or notice. Notice of such appeal must be made in writing to the building official. Failure to file a notice requesting such an appeal within the time prescribed herein shall constitute a waiver of rights to such an appeal. Except in cases of emergency as set forth in Section 1311.13(e) the filing of any such notice shall suspend action on enforcement of such notice until the appeal is acted upon by the Board.

(b) Limitations of Authority. The Board of Appeals shall have no authority relative to interpretations of Title One - Administration of this code, nor shall the Board be empowered to waive any requirement of this code. Such authority shall rest solely with the City Council.
