Any owner, developer, contractor or agent which is involved in work covered by the provisions of these Building Codes shall in all cases protect the property, both public and private, which surrounds his property or project. Any road, sidewalk, drive or landscape area damaged by the actions of the owner or any agent of the owner of a building project shall be immediately repaired and restored to its original condition. No owner, contractor, material supplier or similar agent of any project governed by the provisions of this Building Code shall cause mud, gravel or dirt to be deposited onto a public or private street or drive not under the direct control of that owner. No such owner, contractor or agent of the owner shall permit an excessive amount of dust from the construction operations or general site to become a public nuisance or to threaten the public safety in any way.
