(a) The Board shall establish rules and regulations for its own procedure not inconsistent with the provisions of this Building Code. It shall also establish a schedule of fees that may be required for filing designated types of appeals. The Board members shall annually, by majority vote, select one (1) of the members to serve as chairman, who shall hold office for a term of one year (1 yr.) or until his successor is elected and qualified.
(b) Applications to the Board of Building Standards and Appeals for a variance in the Building Code shall be accompanied by a fifteen dollar ($15.00) filing fee.
