(a) No person shall move a house from a municipality outside the City into or through the City, no person shall move a house within the City from one location to another and no person shall move a house from within the City to a municipality outside the City without first obtaining a written permit from the City Manager.
(b) Prior to issuing such permit, the City Manager shall investigate to determine the size, weight and shape of the house to be moved, the route that the house will be moved along, the weight bearing ability of the streets and highways to be used, the damage which may result from the moving of the house, the position of underground utilities and the likelihood of their being damaged, the movement of traffic during the hours when the house is planned to be moved and any and all other factors which affect the public safety.
(c) No such permit shall be issued until the City Manager completes his investigation and he shall be given not less than two weeks (2 wks.) advanced written notice in an application for such a permit, which application shall contain information relating to the restrictions contained in this section. No permit shall be granted to move a house into the City or to relocate a house from one place to another place in the City until the City Manager has first ascertained that the new location for the proposed house is a legal and usable lot, that all grading and foundation work has been completed or, where the City Manager determines that such cannot be completed in sufficient time, he may require a bond to be posted with the City guaranteeing the full performance of any work to be done upon the lot, in such amount as the City Manager shall deem sufficient. No house shall be moved which is not determined by the City Manager to be capable of being moved without coming apart and no house shall be moved by any house moving person, firm or corporation unless the City Manager determines that such moving company be experienced in moving, have sufficient equipment to safely move the house and until a bond has been posted to an amount satisfactory to the City Manager guaranteeing to save harmless the City from any act or omission of the mover which would cause damage to another.
(d) The applicant for a permit shall pay three hundred fifty dollars ($350.00) to defray the cost to the City.
