Where work, for which a permit is required by this Building Code, is started prior to obtaining such permit, the fees required by such permit shall be doubled, but the payment of such double fee shall not relieve any person from fully complying with the requirements of this Building Code or any other law of the State of Ohio or ordinance of this City.
