1305.12 TIME LIMITATION.
   (a)   Any application for Planning Commission or Building Department approval shall be considered null and void when there has been no re-submittal or other activity for a ninety period. Any building permit shall become invalid if the work authorized by it is not commenced within six months of the permit issuance, or if the work is suspended or abandoned for a period of six months during the term of construction, or if the work is not completed within a period of one year of the permit issuance. One or more extensions of time may be requested by showing reasonable cause, and granted by written permission of the Building Inspector. Extensions may be granted for periods not exceeding one year on the first extension and ninety days each on subsequent extensions.
   (b)   Work performed in conjunction with approved plans and specifications and for which a building permit has been issued shall be diligently pursued and completed in a timely manner. No exterior alterations or exterior portions of new construction shall be left incomplete longer than the building season in which it is begun. No project of any nature shall be undertaken if said project is to continue longer than twelve calendar months from the date of issuance of the permit unless such continuance is approved in writing by the Building Commissioner prior to the start of construction. Should the term of any project exceed the times as herein permitted, the Building Commissioner shall contact the bonding company of the contractor responsible for the delay or take any other action deemed necessary and instruct that entity to complete the work immediately.
   (c)   No owner or contractor shall commence work on any project which involves the exterior alteration of a property or premises unless the primary contractor submits a performance bond in an amount equal to one hundred percent (100%) of the value of the construction. New construction or new additions shall be bonded at the rate of eighty dollars ($80.00) per square foot of new or additional square footage of all space under roof, including basements and garages.
