When required by the Building Commissioner, two or more copies of plans, with specifications either on drawings or as a separate document, shall accompany each application. Each application for a building permit for a new dwelling or alteration amounting to twenty-five percent (25%) or more of existing buildings shall be accompanied by two (2) sets of plans and specifications. The plans shall include:
(a) Site plan, showing location on premises; minimum scale: fifty feet (50 ft.) to the inch.
(b) Foundation and/or basement plan; minimum scale: one-eighth of an inch (1/8 in.) = one foot (1 ft.).
(c) Floor plan of each other level; minimum scale: one-eighth of an inch (1/8 in.) = one foot (1 ft.).
(d) Front, rear and side elevations; minimum scale: one-eighth of an inch (1/8 in.) = one foot (1 ft.).
(e) Sufficient details to show method of assembly and construction. The above documents shall contain sufficient information to show that the proposed work will conform to the provisions of this Building Code and all other applicable laws, ordinances, rules and regulations. Each set of plans and specifications shall give the address of the work, name and address of the owner and of the person who prepared them.
(f) The plans shall show the elevation and contour of the property as existing before the improvement and after. The Building Commissioner shall set the grade of the property and may require the assistance of engineering services, to be furnished by the City, but paid for by the applicant. The location and depth of the footers beneath the final grade shall be clearly indicated on the plans.
