No general building contractor or subcontractor in the building trades including but not limited to plumbing, exterior painting, electrical, heating and/or sheet metal piping, sewer building, air conditioning or refrigeration, cement or asphalt, masonry, excavator, carpentry, roofing, structural steel and siding applicator contractors, shall perform any work within the City without first obtaining a certificate of registration from the Building Commissioner. For the purposes of this section, a contractor shall be defined as any individual, partnership, company or corporation who performs work with or without the expectation of payment therefor, and who is not both the owner and occupant of the property.
