(a) The City Manager, under provisions of the Charter, shall appoint a Building Commissioner of the City. He may employ such inspectors as are necessary to insure proper supervision of building. He shall operate this Division and conduct his work as directed by the City Manager, the ex-officio Director of Public Safety.
(b) Wherever the words Building Inspector, Building Commissioner, Building Official, Code Official, the Authority Having Jurisdiction or Division of Building appear in this Code it is deemed to mean the Building Commissioner, his representative or authorized agent.
(c) The Building Commissioner, Building Inspectors, or other officials employed by the Division of Building shall not be removed from office except for cause and after full opportunity to be heard on specific and relevant charges by and before the City Manager or the City Council.
