(a) All various programming for the Parks & Recreation Department will be set forth by the Recreation Director and/or the appropriate manager and shall be subject to review, change, addition and elimination of the Director, City Manager and Finance Director's discretion.
(b) In addition, fees for all city recreation programs shall be set forth by the Recreation Director and/or the appropriate manager and shall be subject to change as the City Manager or Finance Director in accordance with the annual budgetary appropriations authorized by City Council for the Parks and Recreation Department.
