Any person who knowingly makes any false representation, record, report, plan or other documents submitted to the City or its Engineer or who falsifies, tampers with, or knowingly renders inaccurate any monitoring device or method required under this Title, shall be referred to the appropriate Prosecutor, depending upon the nature of the crime committed, for prosecution in the court having jurisdiction of the matter.
