Any person who intentionally or negligently violates any provision of this Title or permits a condition or who discharges waste water which causes pollution or who violates any cease and desist order, prohibition, effluent limitation, national standard of performance, pretreatment of toxicity standard shall be liable to an appropriate penalty, fine or imprisonment for each day in which such violation occurs. The City Prosecutor, upon request of the City shall petition the appropriate Court to impose, assess, and recover the appropriate penalty fine or imprisonment.
