Any person who violates any provision of this Title or permits a condition or who discharges waste water which causes pollution, or who violates any cease and desist order, prohibition, effluent limitation, national standard of performance, pretreatment or toxicity standard shall be liable to the appropriate penalty for each day in which such violation occurs. The City Prosecutor, upon request of the City, shall petition the appropriate Court to impose, assess, and recover such sums.
