Laboratory procedures used in the examination of industrial wastes may be used subject to mutual agreement between the Engineer and the user.
(a) Determination of the character and concentration of the industrial wastes shall be made by the user responsible for the discharge, or his qualified agent as approved by the Engineer. The results of the analyses, shall be reported to the Engineer on a monthly basis on forms provided by the Engineer. The Engineer shall make his own analyses on the wastes and these determinations shall be binding as a basis for charges, except under circumstances to the following paragraph.
(b) In case the analyses performed by the user and the Engineer result in substantially different values, an effort shall be made by the industry to collect samples at the same time the Engineer collects his own samples. The results of the analyses on the samples collected by the Engineer and the user shall be compared using the same testing procedures as outlined in the latest edition of "Standard Methods". If a substantial difference in values still exists, another set of samples shall be collected and analyzed at a State or state approved laboratory selected by the Engineer.
