923.03 CONTROL MANHOLES.
   Each user discharging wastes into a sanitary sewerage system shall construct and maintain one or more control manholes or access points to facilitate observation, measurement and sampling of its wastes, including sanitary waste water.
   (a)   Control manholes or access facilities shall be located and built in a manner acceptable to the Engineer. If measuring devices are to be permanently installed they shall be of a type acceptable to the Engineer.
   (b)   Control manholes, access facilities and related equipment shall be installed by the user discharging the waste at his expense and shall be maintained by the user so as to be in safe, accessible and in proper operating condition at all times. Plans for the installation of such facilities shall be approved by the Engineer prior to the beginning of construction.
