Each user whose operation entails the discharge of industrial wastes to a sanitary sewerage system shall prepare and file with the Engineer a written application for a Waste Water Discharge Permit including a statement setting forth the nature of the operation contemplated or presently carried on, the amount and source of water required for use, the proposed point of discharge of said wastes into the sanitary sewerage system, the estimated amount to be so discharged and a statement setting forth the expected bacterial, physical, chemical and other known characteristics of said wastes. Within ninety days of receipt of such statement, it shall be the duty of the Engineer to renew such permit application and information and determine the appropriate permit conditions as in the judgment of the Engineer may be necessary to adequately guard against unlawful uses of sanitary sewerage system.
