No person shall deposit any garbage or other waste materials, or permit the same to be deposited at any place within the City, except in receptacles as required in this chapter and then within his own premises, or premises under his control. No such receptacle shall be stored or placed in any area other than the rear yard area. The provisions hereof do not apply to any receptacles in the main building or the garage whether attached or detached from such main building.
