(a) It is the intention of this Chapter to place the responsibility on each property owner of each separate place of abode, or each business or firm, shall make separate provisions for the collection and removal of garbage and/or refuse. Property owners shall have a plan in place for trash removal. For buildings that have three or more residential units or one or more commercial units, this plan needs to be available in writing upon request and shall be given to each residential tenant or business that moves into the building. Trash removal plans must be made so that the tenant or business does not have to travel more than 500 feet from the building in question to dispose of trash. In cases where trash removal cannot be planned for within 500 feet of the building in question, the property owner can seek special permission from the Building Commissioner for special dispensation and the Building Commissioner must approve of the plan.
(b) Residents and businesses in buildings that require a trash removal plan must follow the plan that has been put in place by the property owner, unless they have otherwise made arrangements with the property owner for alternative trash removal. Such alternative agreements shall be available in writing upon request.
(c) No garage or refuse shall be placed, or allowed to be placed, for removal except in the receptacles provided for that purpose by the person so placing such garbage or refuse.
